Recess appointments aren’t just a whimsical notion; they have a historical precedent. Past administrations, including those of Barack Obama, Bill Clinton, and George W. Bush, used this strategy effectively, and now it seems Trump could revive this tactic to outmaneuver a rattled Senate.
