Prosecutors say the operation exploited relaxed pandemic rules to claim millions in meals and other benefits that were never served, triggering dozens of charges and guilty pleas as investigators work to claw money back for taxpayers.
As the scope of the fraud has been revealed, some watchdogs have even argued the financial damage stretches far beyond a single nonprofit — audits and reporting have raised estimates into the billions and produced a mounting roll call of defendants tied to the schemes.
